8 NORTH SHORE TIMES, MARCH 29, 2016 stuff.co.nz Residents unhappy withhousing plans MARIA SLADE Neighbours of an old navy housing area on the Devonport peninsula are alarmed at plans to build 330 new homes, including fivestorey apartment blocks. Local iwi Ngati Whatua Orakei has applied for resource consent to develop the Hillary Block, one of seven pieces of former Defence Force land it bought on the peninsula three years ago. The 8.4 hectare block around Hillary Cres in the suburb of Belmont is the first one it is developing. The site consists of 82 navy houses on quarter acre sections with enviable coastal views. Its plan is to build between 300 and 350 new houses of all types, from multi-million dollar waterfront homes through to townhouses and apartments. The site is a Special Housing Area, so 10 per cent of the homes must be affordable. But Devonport-Takapuna Local Board member Jan O’Connor says building that number of extra homes would have a major impact on the already congested Lake Rd. Chairman Joseph Bergin says the board opposed an application for a SHA development on the Hillary Cres site but we hasn’t seen any of the details of the development yet. Local residents Lesley and Myles Opie say the old navy housing area needed upgrading but over 300 new homes would create unmanageable traffic. It’s going to be a massive increase in cars,’’ Myles Opie says. Lesley Opie says she is con- cerned that the development would be pushed through under the Special Housing Area (SHA) regulations. Rob Hutchison, chief executive of the iwi’s commercial arm, Whai Rawa, says the five-storey apartments were planned for the middle of the site, with lower rise townhouses and single homes around the fringes to minimise the impact on surrounding neighbours. The development would be done in stages, with just 10 to 20 dwellings built in the first year, depending on demand. Construction is not set to begin until 2018 as the navy has a lease on the land until then. The iwi says it will encourage transport alternatives and is confident Lake Rd will cope with traffic.
